ISSUE:
The Approval of Addition to the Sanitation Scope of Services – Solid Waste Management Plan in the Services Agreement for Sumter Sanitation with Operations Management International, Inc. (Jacobs/CH2M/OMI).
ANALYSIS/INFORMATION:Pursuant to Appendix E, Article E.1.4 – Requests by Client that are incidental to the Scope of Services shall be invoiced to Client at CH2MHill/OMI’s cost plus fifteen percent (15%) for Compensation in the Original Agreement dated October 1, 2012 whereas North Sumter County Utility Dependent District (“Client”) and Sumter Sanitation, LLC entered into an Assignment and Assumptions of Service Contract Agreement dated December 27, 2012.. CH2M will perform a Solid Waste Management Plan for NSCUDD Solid Waste with an estimated cost of $53,565 per the attached agreement.
The Solid Waste Management Plan (SWMP) will incorporate clear and appropriate strategies that will identify and recommend options to manage the recyclables and solid waste generated. A series of workshops with residents will be conducted to efficiently collect public input. The first workshop will be on August 22, 2019 at 9am at the Mulberry Recreation Center. Resident input and information will be collected using electronic survey interactive devices and resident breakout sessions. During the breakout sessions, participants will be able to gain better knowledge of the operations, disposal methods, environmental impact, and the financial impacts involved in the collection and disposal of household, yard, and recyclable waste.
The first workshop will give CH2M the ability to concentrate on key issues and will give them the ability to focus on the main priorities. This information will be complied into a draft plan for the District’s review and comments. Once the final draft is completed another interactive meeting with the residents will be scheduled in late October to present the draft recommendations and receive their comments and suggestions. All data collected will be compiled into the development of the final SWMP which is scheduled for completion in Mid-November, 2019.
Funds are available in the current FY Budget.
STAFF RECOMMENDATION:Staff requests approval of Addition to the Sanitation Scope of Services – Solid Waste Management Plan in the Services Agreement for Sumter Sanitation with Operations Management International, Inc. (Jacobs/CH2M/OMI).
MOTION:Motion to approve the Addition to the Sanitation Scope of Services – Solid Waste Management Plan in the Services Agreement for Sumter Sanitation with Operations Management International, Inc. (Jacobs/CH2M/OMI) and authorize the Chairman or Vice Chairman to execute the Agreement.
