ISSUE:
Adoption of Resolution 19-07 amending and restating the Chapter I Rule related to solid waste charges for residential and commercial properties within the Sumter Sanitation (SSF) Service Area.
ANALYSIS/INFORMATION:At the January 2019 meeting, the North Sumter County Utility Dependent District Board approved a Rate Sufficiency Study performed by Stantec Consulting Services, Inc. for the Sumter Sanitation (SSF). Based on the results of this study, the consultant recommended assessing a one-time rate increase on October 1, 2019 of 8.25% (a monthly increase of $1.48) for a one year period from October 1, 2019 through September 30, 2020, and nine consecutive annual increases of 2.5% thereafter. This annual rate adjustment will provide sufficient revenue to maintain adequate working capital and fund additional renewal and replacement.
To implement the annual rate adjustment effective October 1, 2019, it is necessary to amend and restate the Chapter I Rule.
STAFF RECOMMENDATION:Staff recommends adopting Resolution 19-07 amending and restating Chapter I Rule, including Schedule D, to reflect the recommended annual sanitation rate adjustment schedule.
